The Incentives Programme

Film in Montenegro offers incentives programme to producers in the form of a 25% cash rebate on qualified expenses (excluding the Value Added Tax) incurred during production of a cinematographic work in Montenegro.

Regulations

The programme is based on the Law on Cinematography (Official Gazette 42/15) and the Decree on more detailed criteria, manner and procedure for exercising the right to a refund of part of the funds spent on the production of a cinematographic work (Official Gazette 054/17).

Accepted formats

The incentives programme applies to the following formats:

  • feature films
  • feature documentaries
  • TV films and TV series
  • animation

How to qualify

In order to qualify for the incentives, the producer, co-producer or a production company applying for cash rebate needs to meet certain criteria:

  • spend a minimum of 100.000 EUR on qualified expenses of funds not provided by the Film Centre of Montenegro or by the state budget
  • have at least one film or a season of a TV show publicly broadcast or shown in cinemas
  • score a minimum of 15 points on the cultural test, which details the intended use of Montenegrin production capacities, local crew and talent
  • have settled all taxes, contributions and other fiscal obligations prescribed by the law in Montenegro
  • not have any bankruptcy or liquidation proceedings filed against himself

Evaluation Process

The producer needs to fill out the request form and submit it to the Film Centre of Montenegro, along with all the mandatory documents, at least one month before the scheduled filming in Montenegro.

The Incentives Commission, comprised of five members appointed by the Film Centre of Montenegro, meets within 7 days of the day of the application submission to evaluate the request.

The Application

The request form and the supporting documents need to be submitted in hard copy in Montenegrin language, in other languages officially in use in Montenegro (Serbian, Croatian, Bosnian, Albanian), or in a foreign language with a certified translation into the Montenegrin language.

The Film Centre of Montenegro will also accept electronic copies of all documents for initial evaluation. However, at the time of contract signing, original hardcopies of all documents need to be submitted to the Centre.
